Ephram was a true champion for our people who never showed anger in his way of advancing our Nation to the Federal and Provincial Governments and private sectors of Business. There is a reason the good die young – I am sure it is because their talents are needed in a higher place. Ephram has set an example for us left behind to aspire to. Being employed with Alberta Parks I had the priviledge of meeting Ephram through his involvement in the Facility Operator Agreement at Buffalo Lake Provincial Recreation Area (Boss Hill). I can’t say I new Ephram well but my impression of Ephram matches the the character descriptions listed within the condolences posted on this website. I appreciated Ephram’s high standard for park maintenance and customer service at Boss Hill and I will miss his “get-er-done” attitude. Ephram’s family and friends are in my prayers.

Ephram came first to welcome me at a gathering in the year of the Métis 2010. His smile, his handshake, and his eyes communicated cheerfulness to me, and I felt like family with him.

I am very sad to hear of Ephram’s passing. When I first was introduced to Ephram it was at the Hills Are Alive Metis Culture Fest. I was organizing fundraising for the youth program and we had a large raffle with all proceeds going towards the program. I will never forget Ephram purchasing numerous amounts of tickets, and not caring how much money he spent because the money went to the youth. Such a great man, he will truly be missed.

Ephram Bouvier Tribute-When the family asked me if i would honour them by doing the Eulogy for Ephram my first thought was how could I stand up there and talk about Ephram without falling apart, then when they said that everyone of them said the I was the only one they thought of when the subject of the eulogy came up. Then my second thought was can I do him justice then I thought of course I can because I saw the great leader and person he was and over looked his faults. One of our members Toby Racette a good friend phoned me when he heard of Ephram’s passing and said Ephram was such a good guy really good for the Metis Nation he just had a few warts. If i had known those were only warts he had I would have bought them from him a long time ago.
Ephram was born in Boggy Creek, manitoba on June 17, 1945 the youngest child of Victoria and Jean-Baptiste Bouvier, his mother died when he was twelve years old and as he told me after that he became lost and the anniversary of his mon’s death was always a sad day for him.
Ephram not only leaves a legacy behind for the Metis people but he leaves the legacy of his children which he loved so dearly. They are children to be proud of!! he so wanted to see his grandcildren grow up and be involved in their lives in a meaningful way, he was saddened when he would tell me about the grandchildren he never really knew but then is eyes always sparkled when he would tell me stories about his children and grandchildren he was a proud father and grandfather.
Ephram worked at many jobs in his life but never found anything the he felt is where he belonged than while volunteering in the Metis community in Calgary he felt his efforts very satisfying. with that he decided to try his hand at Metis politics he ran in the 1990 elections and won. He beat out incumbent Peter Pellitier who had made the statement to me many times that after the elections he went to Ephram and told him it takes a good man to beat me so you must be a good man and I will back you until you prove me wrong. Not long before Peter died I went to see him he told me Ephram never proved me wrong and I am glad you came to work for him.
Since that time he has worked tirelessly for the betterment of the Metis. This region does thing that no other Metis government across Canada does.
His accomplishments in his role as a Metis leader has not gone without a lot of trial and error and criticism but that did not stop him. He was a visionary and I am going to tell you just some of his visions that came to fruition.
-The city of Calgary was the first city in Canada to recognize Metis Week and Louis Riel Day (since 1991) – His vision of looking after the children forming the Metis Child and Family Services. later becoming what we all know as Metis Calgary Family Services. – the naming of a major roadway named Metis trail in Calgary and Lethbridge – the Metis Entrepreneurial Leadership Awards (13 yrs) – The first ever Metis hosted youth and elders conference with many to follow (1993) – The Metis cultural interpretive project at the National Historical site in Rocky Mountain House. – the Share the Spirit Christmas dinner that serves the community and the homeless people (10 yrs) – the annual seniors supper ( 15yrs) – the annual golf tournament (9 yrs) and many more smaller events through the years.
He would have and idea call me into his office and tell me what he planned. i would say ok so now what his reply was now get to work.
During his 14 1/2 hears in Metis politics he was and active member of the Metis Nation of Aberta’s Provincial Council.a role that provided him with an opportunity to deal withe province – wide and national issues to recognize the rights of the Metis people.
In addition to his Regional responsibilities, Ephram held the Housing Portfolio and was the MNA’s Minister of Housing and Infrastructure in this role he developed policies governing the Metis Urban Housing Corporation’s 880 housing units that provide low-cost shelter to Aboriginal people throughout Alberta. He was a key contributor to the formulation and on-going development of the MNA’s Provincial Housing Strategy and chaired a Housing Committee made up of regional representatives created to chart the direction of housing and housing related programs and services for Alberta’s Metis.
I came to work for Ephram and region3 June first 1991 Later sitting on the provincial council with him we traveled throughout Canada and Alberta together, we worked well together as a team we had our differences and had many arguments but through it all we respected one another and remained friends ( our argument were kept behind closed doors.)
I admired how he conducted himself withe grassroots people and right up to government officials. He most certainly had the charisma needed to be a great leader. He loved to joke an tease people and if he teased you a lot you know he like you. The staff at the region 3 office will miss his guidance, is joking and his infectious laugh. The legacy’s he has left behind will live on forever I know he will be up there guiding those of us who plan on carrying out his work for him and the Metis people.
His guiding light will be with his family who will miss him dearly but will become stronger because of his love for them. I will miss you my friend.

I just found out my good buddy passed away. I wasn’t in touch with anyone from MNA and it wasn’t until I asked how he was doing that I was told.(July 30/14)
Ephram and I had a joke going on, it was the “BS Trophy”, I use to tease him “You brought the B.S Trophy over from Manitoba, his come back was “Yeah but you took it away from me” we would laugh.
Writing this I have tears in my eyes, knowing that MNA has lost a great man.
I know its being some three years, but still I send Condolences to the family and my friend I will take care of our B.S Trophy until we meet at Heavens Door. RIP My buddy.
